Open the washer and try spinning the drum by hand. It should turn relatively freely. If it is locked or makes grinding noises, something may be jammed in the pump, or the bearings/clutch are seized.

On top-load models, check between the inner tub and outer tub for objects like socks that may have gotten trapped.
