Open the dryer door and try rotating the drum by hand. It should turn with moderate resistance from the belt. If it spins very freely (no resistance), the belt is broken. If it will not turn at all, something is jamming it.
A slight squeaking or rumbling when turning by hand indicates worn drum rollers or glides.
Check the drive belt
Unplug the dryer and remove the front or top panel to inspect the belt. A broken belt is the most common cause of E08. Check for the belt around the drum — if it has snapped, it will be sitting at the bottom of the cabinet.
Before installing a new belt, check the idler pulley for smooth rotation. A seized idler will break a new belt quickly.
Inspect drum rollers and glides
